Sometimes it’s not enough to develop individual leaders or work with the people in a single team.  Sometimes you only get results by paying attention to the bigger picture such as the values and culture of the organisation or by considering the way that departments interact with each other.  It takes more than the creation of new documents to stimulate new behaviour!
